Description

Job Summary:

The Associate Director, Country Finance and Operations, will establish, oversee, and ensure compliance of all financial and operational functions for the U.S. Department of State-funded STRengthening Infectious Disease DEtection Systems (STRIDES) project in Jordan. This role includes managing, preparing, administering, and directing the control of the budget for the STRIDES project in Jordan, as well as managing the activities of the finance staff. The position also oversees country operations, including procurement, logistics, asset management, facilities, and administrative systems. The Associate Director is responsible for reviewing and approving recommendations for financial and operational planning, providing relevant fiscal information to the executive management team, and developing and managing internal financial audits. This role also involves overseeing internal operational reviews to ensure compliance and efficiency. The Associate Director will provide leadership and technical guidance for compliance with U.S. Government rules and regulations governing the STRIDES project in Jordan. They will also select, develop, and evaluate personnel to ensure the efficient operation of financial and operations functions in Jordan.

Accountabilities:

  • Manages the operational and strategic functions of the finance department to ensure compliance and efficiency among country offices.
  • Develops, reviews, and analyzes monthly financial reports and budgets—actual and forecast.
  • Provides recommendations and consults with management on financial projects and compliances supporting country offices.
  • Develops and implements process improvement plans for the department to ensure financial controls and operational procedures.
  • Participates and provides financial reporting for annual budget planning, audit reviews, and assessments.
  • Builds and trains staff on financial policies and procedures, Generally Accepted Accounting Principles (GAAP) practices, and client relationships.
  • Provides strategic leadership and oversight of all country operations, including procurement, logistics, asset management, facilities, travel, and administrative systems, ensuring operations enable timely, compliant, and high-quality program implementation.
  • Leads country-level procurement strategy and planning, ensuring alignment with approved work plans, budgets, and donor requirements; oversees complex, high-value, and high-risk procurements in coordination with FHI 360 HQ.
  • Manages operational risk management, identifying, assessing, and mitigating operational, financial, compliance, and security risks; advises the Country Project Director on risk exposure and mitigation strategies.
  • Partners with technical and program leadership to ensure operations planning is fully integrated with technical priorities, assessments, field activities, and surge or emergency response needs.

  • Exercises judgment within broadly defined practices and policies in selecting methods, techniques, for obtaining results.
  • Decisions made generally affect company operations and may jeopardize overall business activities.

    Supervision Given/Received:

  • Manages staff to meet departmental and organizational strategic goals.
  • Accounts for the budget, procedures, and training of staff to achieve results.
  • Develops and recommends solutions to management to meet internal and external needs of the company.
  • Reports to the Finance Director within the OCFO.

Other requirements

  • Bachelor's Degree or its International Equivalent.
  • Minimum of 8+ years finance management experience (including 3+ years of line management experience) required.
  • Must be able to read, write and speak fluent English; fluency in Arabic is required.
  • Prior work in a non-governmental organization (NGO) on U.S. Government funded projects, including contracts, strongly preferred.
  • Knowledge of U.S. Government rules and regulations governing contracts required, and experience establishing and overseeing financial and operational systems which comply with these regulations.
  • Prior experience managing both financial and operational functions (procurement, logistics, administration) on donor-funded projects is strongly preferred.
