EDM
Project Manager
July 2019 - Present
In my role as Project Manager and Renewable Energy Specialist at Electricidade de Moçambique, I am responsible for planning, coordinating and monitoring utility-scale renewable-energy and transmission infrastructure projects. My responsibilities include managing project schedules, budgets and risks; preparing Terms of Reference and bidding documents; coordinating procurement and bid evaluation processes; supervising consultants and contractors; reviewing technical, grid-integration, environmental and social studies; and managing contracts, deliverables, payments, variations and claims.
I also coordinate multidisciplinary teams and serve as a focal point between EDM, government institutions, development partners, regulators, investors, local authorities and affected communities. I ensure that projects comply with national legislation, donor procurement requirements, technical standards and environmental and social safeguards.
My key achievements include managing projects under Mozambique’s Renewable Energy Auction Programme PROLER from feasibility studies and competitive procurement to contract negotiations and financial close. I also manage the procurement process for the Namaacha–Boane Transmission Line and Associated Infrastructure Project, financed by the African Development Bank. In addition, I have contributed to the development of utility-scale solar PV, wind power, floating solar, battery energy storage and rural electrification projects across Mozambique.
Throughout my career, I have strengthened my expertise in project management, procurement, contract negotiation, financial modelling and stakeholder coordination. My work has contributed to the preparation and implementation of sustainable energy projects that support Mozambique’s energy transition and expand access to reliable electricity.
FUNAE - Energy Fund of Mozambique
Renewable Energy Analyst
December 2009 - July 2019
As a Renewable Energy Analyst at FUNAE the Energy Fund of Mozambique I was responsible for supporting the planning, design, procurement and implementation of rural electrification projects, with particular emphasis on solar photovoltaic and off-grid energy systems.
My responsibilities included conducting site assessments, analysing community energy needs, preparing technical designs and specifications, developing Terms of Reference and tender documents, and supporting the procurement and evaluation of contractors and suppliers. I also participated in contract negotiations, supervised construction and installation activities, monitored project schedules and quality requirements, and verified compliance with technical, safety and environmental standards.
I worked closely with contractors, consultants, suppliers, local authorities and beneficiary communities to facilitate project implementation and resolve technical and logistical challenges. I also assessed completed projects, prepared technical reports and recommendations, and supported quality-assurance activities, internal audits and supplier-performance monitoring.
A key achievement was contributing to the electrification of ten rural villages using stand-alone solar PV systems. I supported the projects from preparation of international EPC tenders through contract management and construction supervision. My work contributed to expanding access to electricity in underserved communities while strengthening FUNAE’s experience in implementing decentralised renewable-energy solutions.

The Namaacha–Boane Transmission Line and Associated Infrastructure Project is a strategic electricity-transmission investment implemented by Electricidade de Moçambique, E.P. (EDM), with financing from the African Development Fund through the African Development Bank.
The project aims to evacuate and integrate electricity generated by the Namaacha Wind Power Plant into Mozambique’s national grid while strengthening the reliability and capacity of the transmission network in southern Mozambique. Its scope covers the engineering design, supply, installation, testing and commissioning of the required transmission and substation infrastructure.
The works are divided into two main lots:
• Lot 1: Design, supply and installation of the 66 kV Namaacha–Boane transmission line.
• Lot 2: Design, supply, installation, testing and commissioning of associated infrastructure at the existing Boane Substation.
The project will facilitate the integration of renewable energy, reinforce grid infrastructure, improve electricity-supply reliability and support Mozambique’s transition towards a more diversified and sustainable energy system. The contracts are being procured through Open Competitive Bidding–International in accordance with the African Development Bank’s Procurement Framework.
Renewable Energy Auction Programme – PROLER

The Renewable Energy Auction Programme (PROLER) is an initiative of the Government of Mozambique designed to accelerate private investment in renewable-energy generation through transparent and competitive procurement. The programme is implemented by Electricidade de Moçambique, E.P. (EDM), in coordination with MIREME and ARENE, with financial support from the European Union through the French Development Agency (AFD).
PROLER supports the development of utility-scale solar and wind projects, including the preparation of feasibility, grid-integration, environmental and social studies; land acquisition and resettlement activities; competitive selection of Independent Power Producers; negotiation of Power Purchase Agreements and other project agreements; and monitoring of projects through financial close, construction, commissioning and operational handover. The programme includes the Manje, Chimbunila and Dondo solar PV projects and the Jangamo wind project, contributing to Mozambique’s energy diversification, increased generation capacity and transition towards a more sustainable electricity system.
