When creating social impact film / media, do you find it best to design social impact campaigns after the media is produced or during the creation of the media?

It depends on the purpose of the campaign. It's best to create in all stages - If it's promotional then you want to have a few pieces designed before production even begins. Then as you're creating, you can pull small clips to further entice your audience.
