The Integrated Climate, Energy, Health, Livelihood & Protection Program (ICEHLP) is a large-scale rural development and investment initiative led by Roberto Save Dreams Foundation (RSDF), designed to transform rural communities through integrated agriculture, clean energy, health, education, livelihoods, and economic empowerment.

The project will initially focus on the development of approximately 10,000 hectares in Chavuma District, Zambia, creating a sustainable rural economic hub that combines commercial agriculture, agro-processing, renewable energy, water infrastructure, skills development, health services, and entrepreneurship.

ICEHLP is designed as a blended-finance project, seeking investment, concessional financing, grants, and strategic partnerships to develop productive infrastructure and generate sustainable revenues while delivering measurable social and environmental impact.

The project will create employment opportunities, strengthen food security, empower women and youth, support local enterprises, improve access to essential services, and establish climate-resilient livelihoods. The long-term vision is to develop a scalable model that can be expanded across the Zambia–Angola corridor and contribute to inclusive economic development.

Initial Development Focus: Agriculture and agro-processing, renewable energy, water and irrigation, livestock and fisheries, rural infrastructure, health and nutrition, education and skills development, entrepreneurship, and climate-smart technologies.

Lead Implementer: Roberto Save Dreams Foundation (RSDF)
